Use database to filter hidevotedon directly. 
We no longer need to build a list of potentially tens of thousands
of submission_ids in Python from the database to then pass back to
the database.

* remove /logged_out/ routes

Add trailing final newlines to source files. 
Touched a ton of files to finally standardize on having trailing
final newlines, as best practice recommends and so our devs stop
accidentally fighting each other over it.

This was performed automatically with the following:
